say a bird needs p times energy to  fly over water as over land.  say BC=x  AC=(√(x^2 +5^2 ))  CD=13−x  total energy needed:  E=p(√(x^2 +5^2 ))+13−x  (dE/dx)=((px)/( (√(x^2 +5^2 ))))−1=0  (p^2 −1)x^2 =5^2   ⇒x=(5/( (√(p^2 −1))))=4  ⇒p=(√(1+((5/4))^2 ))=((√(41))/4)=1.6
