Q1:   i don′t understand the question.    Q2:  one−digit numbers: X  ⇒9 numbers  two−digit numbers: XY  ⇒9×9=81  three−digit numbers: XYZ  ⇒9×9×8=648    totally: 9+81+648=738 numbers
