the diagram is terrible!   a good diagram is the base for a good  solution.

AB:BC:CD=3:7:2  ⇒AB=3k, BC=7k, CD=2k  O_1 A=O_1 D=R=((3k+7k+2k)/2)=6k  O_1 B=R−AB=6k−3k=3k  O_1 C=R−CD=6k−2k=4k  O_1 O_2 =R−r=6k−r  3kr^2 +4kr^2 =7k[(6k−r)^2 +3k×4k]  ⇒r=4k  ⇒ratio of radii =(R/r)=((6k)/(4k))=3:2
